[POPLmark] New draft of the PoplMark paper

Hi everyone,
   Based on the discussion on this list, we've updated the PoplMark 
paper.  You can get the latest version at:

   The deadline for the final draft is this Friday, and we would 
appreciate any additional feedback you would like to provide.
