[TYPES/announce] Two phase reviewing for POPL; a response

Dear Stavros,
	thanks for the refreshing reading.

Since you touch upon dissemination and not only selection, I might
suggest you to have a look also to this contribution that tries
to clarify several issues with scientific publishing (but not
selection, which is IMHO a delicate point with too many parameters
for me to have a significant contribution to make).
