Because the trains arrive on time.

I can't be the only one who routinely sees *years* elapse between
submission and publication of a journal paper.  Indeed, although it
is an unusual case I had one paper *accepted* at a respected journal
quite some years ago, but the paper has not appeared, and I have no
idea when it is going to appear.

As they say in the software biz, shipping is also a feature.
