[Unison-hackers] "perms = 0"

Was the change ever made so that if you specify "perms = 0", Unison does
not attempt to set the permissions on the destination file?  (As opposed
to the behavior I'm seeing in 2.17.1, where it attempts to set the
permissions, presumably to the same value they already have.)
