[Unison-hackers] 2.27 demoted to beta-release; 2.13 is again the stable release

There still appear to be a couple of issues with 2.27 that should be  
fixed before it becomes the release everybody is using.  So I have  
restored 2.13.16 as the stable release and made 2.27 only a beta- 
release.  I will make a general announcement of the availability of  
2.27 shortly.
