[Unison-hackers] ready?

I just merged

  https://github.com/bcpierce00/unison/pull/548

and I think the other PRs are not in the 'needed for release' category.

So I am inclined to promote the current state,

  6eb758ba99ee50bd517a3a30dc976039dccf3aab

to release with only a version increase and doc rebuild.  I'll go ahead
and change version/doc and not tag quite yet, maybe waiting 24h, but if
you're inclined to check it, that would be good.
