[Unison-hackers] relative path error in 2.17.1

On Win2K I have had good luck building up to 2.13.16 but 2.17.1 fails with :

    Failed: The path '/unison/hm' is not a relative path

Partial "-debug all" details follow.  Is there a problem with 
fullLocalPath ?
