[Unison-hackers] time for a new micro release?

There are no mergeable PRs and no known regresssions, and the last
release was a long time ago (early 2021), so I think it's time for
2.51.5, to be what's in git (plus version number munging).

Testing appreciated, and/or comments especially if you think that's
unwise.
